Is the OCA in line with the rest of the Orthodox in this matter of dogma? In the Roman Catholic Church, the doctrine of the Immaculate Conception is infallibly taught Ex Cathedra.

Yes. The Roman dogma of the IC is not generally accepted in Orthodoxy.
