While Prager is politically conservative, he is not by any stretch of the imagination a "Torah scholar." For one thing, he rejects Orthodoxy.

Technically, there is no Judaism and therefore by definition no "Torah scholars" since 70AD no matter what Rabbinical Pharisees came up with and pretend is Judaism.
Prager or anyone else who wants to claim they're a Torah Scholar is on ground every bit as solid as that a Rabbi making the same claim is on.
