Not sure which bishops or what writing you have in mind. But in general, it can be said that yes, Catholic bishops are under the authority of the Catholic Church. They are entrusted with approving writings that are related to Catholic doctrine, but that approval must be predicated on the writings being in accord with Catholic doctrine. And as I mentioned, the CCC is the repository of Catholic doctrine, containing divine truth as revealed in Sacred Scripture and Apostolic Traditon. Sometimes, bishops get it wrong; that is why their decisions are not on a par with the CCC.
