Living believers will not precede deceased believers. This is about believers in Jesus. “...we who are alive and remain until the coming of the Lord...the dead in Christ...”
It is not about unbelievers.
I agree, it’s only about believers, and Revelation places the resurrection of believers and the coming of the Lord after the tribulation. Any rapture of living believers cannot precede it.
