Let us start on our point of agreement: the current Pope is an angry, socialist, “liberation theology” idiot. Now, let us talk history. The Catholic Church has had many crazy Popes - sometimes it had two at the same time. One even dug up his predecessor’s corpse, dressed it up and put it on trial. Francis isn’t the first fool to be Pope; likely he won’t be the last. Now: Papal Infallibility wasn’t defined until the First Vatican Council in the 1870s. The council met in response / reaction to the liberal socialist revolutions sweeping across Europe. Secondly; declaring something as Church dogma under the cover of infallibility has happened exactly one, repeat ONE, time. It proclaimed that Mary was assumed into Heaven body and soul. HERE’S THE KICKER: it was declared such only AFTER polling all the bishops around the world and receiving a unanimous response that the faithful already believed that to be true. Encyclicals are not infallible pronouncements.

Pius IX declared the doctrine that Mary was Immaculately Conceived (i.e. without Original Sin) in a document entitled Ineffabilis Deus published 12/8/1854. That would make two instances.
