He's talking about as Vatican Secretary of State. It's a diplomatic office, not a priestly one, though the idea of a non-prelate holding it is still pretty bizarre.
That's ver-r-r-ry interesting. That's Kim Davis' friend Vigano, whom the lefties claim was "booted" from his U.S. Nunciature perch at age 75 (the universal hand-in-your-resignation age)--- like this is a disgrace --- and yet was put by Pope Francis in the sensitive position of Communications Prefect.
If I'm not mistaken that makes him "boss" of even the shifty, split-tongued Federico Lombardi.
