What the heck does it mean?

I think it was intended to show irony - Cologne cathedral showed solidarity with the Muslims last year, yet they still committed these acts nearby this year.

In actuality, there was nothing ironic about it. The show of support did not warm the Muslims' hearts - it displayed weakness which they then acted upon. Totally predictable.

BTW, that PEGIDA group that was mentioned - it went from a group local to Dresden, Germany to a "pan-European" organization in just a few months.
