So is this requirement new, or did the stock of cattle they use go extinct?
I do question how much of Judaism would return to animal sacrifice, but the building of a third temple is not in the works as of now anyway.

Christ IS the “Third Temple” prophesied by Ezekiel.
Christ was the ultimate sacrifice and there is no further need of sacrificial blood offerings.

You are absolutely correct...but, the Temple will be rebuilt according to scripture and part of this process is the breeding of a spotless red heifer.
