So can a priest in grave sin absolve another priest of a grave sin?

Generally, yes.

The primary exception is that a priest cannot absolve someone of a sin against the sixth commandment in which he, the absolving priest, has personally participated.

In other words, if a priest is having an affair with someone, he cannot give absolution for that sin to the person with whom he is having the affair.
