How about this, none of them are correct.

2.) The First Council of Nicaea in 325 AD issued the Nicene Creed, adhered to by almost all Christians (Roman Catholics, Greek Orthodox, Protestants and Coptics) with the exception of a few Protestant denominations. St. Jerome noted in his writings that the Book of Judith was considered (at the First Council of Nicaea) to be "sacred scripture."

No one at the Council of Nicaea had the authority to "disallow" any scripture.

They had no communication from God. They made the decision on their own. Therefore, you don't know what was left out and why.

The books contained in the Bible reference some 33 other books we don't have. Such as:
1 Kings 15:7 Now the rest of the acts of Abijam, and all that he did, are they not written in the book of the chronicles of the kings of Judah?

We should have it all. Not just what they selected for their new church.

Amos 3:
7 Surely the Lord God will do nothing, but he revealeth his secret unto his servants the prophets.

This wasn't just a suggestion. God does nothing with out a prophet. That's God's plan and His pattern. There was no prophet on the Nicaean council.
