A shepherds' duty is to care for and protect the flock. Yet this bishop's flock is being shepherded by a wolf!
Brings to mind Paul's instructions in Acts 20 to the elders (aka bishops, pastors, presbyters) of the church in Ephesus:
"Take heed unto yourselves, and to all the flock, in which the Holy Spirit hath made you bishops, to feed the church of the Lord which he purchased with his own blood. I know that after my departing grievous wolves shall enter in among you, not sparing the flock; and from among your own selves shall men arise, speaking perverse things, to draw away the disciples after them."

Yet this bishop's flock is being shepherded by a wolf! This wolf has been up to no good for quite a while, yet has managed to hang on to his position despite his destructive behavior. He and his ilk have been emboldened by the Pope Francis Synod, and are now oozing back out of the closet and into the media spotlight.
