There are copies of Revelation in Latin where the number of the beast is 616, not 666, and that is because in Latin the letters of Nero's name would add up to 616 when transliterated into Hebrew.
However, the point is that if Revelation is describing the actions of worldly tyrants and powers, it doesn't really matter if it is specifically referring to one particular tyrant (Nero) or empire (Rome).
