"The Convention on the Prevention and Punishment of the Crime of Genocide was signed in 1948" According to this --- which is the legal definition--- "ethnic cleansing" IS a form of genocide. It is also called "cultural genocide."

Ethnic cleansing can also mean physical removal from a defined area. Thus, forced deportation is a form of ethnic cleaning. Of course, so is mass murder.
