Francis has said the following in a book he co-wrote with a Rabbi before his election:

"The Church officially recognizes that the People of Israel continue to be the Chosen People. Nowhere does it say: ‘You lost the game, now it is our turn.’ It is a recognition of the People of Israel"

So, either it is Catholic teaching that they are still the Chosen People or Francis' comment is heretical.

Scripture trumps both of them and it says that Israel has been promised that land “for ever” and that they will one day have a kingdom with Christ as their King here on earth.

“And THE LORD said unto Abram, after that Lot was separated from him, Lift up now thine eyes, and look from the place where thou art northward, and southward, and eastward, and westward: For all the land which thou seest, to thee will I give it, and to thy seed for ever”. Genesis 13:14-15

“Blessed are the meek: for they shall inherit the earth.” Matthew 5:5

The apostles understood that the kingdom of Israel would again be established on earth with Christ as it’s King.

“When they therefore were come together, they asked of him, saying, Lord, wilt thou at this time restore again the kingdom to Israel”? Acts 1:6

Jesus simply told them it wasn’t for them to know when that would happen. Scripture teaches that Jesus will return and set up the Kingdom in Jerusalem and that it would last forever.

“And I will make her that halted a remnant, and her that was cast far off a strong nation: and the LORD shall reign over them in mount Zion from henceforth, even for ever. And thou, O tower of the flock, the strong hold of the daughter of Zion, unto thee shall it come, even the first dominion; the kingdom shall come to the daughter of Jerusalem”. Micah 4:7-8

“And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever”. Daniel 2:44

All nations will recognize it.

“They shall call Jerusalem the throne of the Lord; and all nations shall be gathered unto it; neither shall they walk any more after the imagination of their evil heart”. Jeremiah 3:17

All nations will be in subjection to it, even those that came against it.

“And it shall come to pass, that every one that is left of all the nations which came against Jerusalem shall even go up from year to year to worship the King, the LORD of hosts…” Zechariah 14:16

Think that is not on earth? Consider what they do with their previous weapons.

“And he shall judge among many people, and rebuke strong nations afar off; and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up a sword against nation, neither shall they learn war any more”. Micah 4:3

It’s one earth that they had implements of war and it’s on earth that Christ will reign from Jerusalem.
