Thanks. I was misinterpreting that Scripture. When Blessed John XXIII taught on this issue a half century ago, he said nations have a right to protect their boundaries and sovereignty. This seems more like the conservative position. It seems that the last three popes and the U.S bishops have taken a more liberal view.
