Is it just me or does the aforementioned scripture describe a place outside of time and space, and also finite universe?

Sounds like the Fallen Angels that followed satan in the first earth age.

They’re with us on earth in Legions, now.

Of course, St Jude quotes from — or, at least alludes to — the Book of Enoch in verses 14-15 of the penultimate New Testament epistle, as follows:

Jude 1:14-15 King James Version (KJV)

14 And Enoch also, the seventh from Adam, prophesied of these, saying, Behold, the Lord cometh with ten thousands of his saints,

15 To execute judgment upon all, and to convince all that are ungodly among them of all their ungodly deeds which they have ungodly committed, and of all their hard speeches which ungodly sinners have spoken against him.

What I think we can be looking at this book is that it could be inspired the way a christian book by a believer is today. But it is not scripture but still can touch our spirit. The Early church fathers maybe saw this because why would it even be considered. I remember I read this so many years ago but do not remember the whole writing. Interesting though. Thank you for posting.

This sounds to me like the place referred to as Tartarus, where certain fallen angels were imprisoned after the flood.

Quite deceptive do single out the The First Council of Nicaea when Enoch wasn't in the Tanakh and Septuagint either.
