The First Amendment is binding on Congress, not on the State Legislatures, nor the city councils. (Incorporation is a fraud; look into the [il]legitimacy of the 14th Amendment.)

See how far that gets you with the lawyers if someone is hurt or killed because the building or safety codes weren’t followed. Maybe a loved one of yours, even ?
