"I will extend compassion and forgiveness when they repent of their actions."

This is analogous to a man killing another man and the killer then says, "I'm sorry." I don't think I can forgive the killer. Oftentimes, the wrongdoer, asks for forgiveness w/o the contrition.

"In the meantime, I will defend myself and my country... and my culture... from them."

I agree with that.

Though what of contrition, but to God? It's impossible for a murderer to seek the forgiveness of society. So what?
