This is a photo of an Israeli pre-attack reconnaissance pass, one of eight such aircraft which circled thirteen times. The surviving crew said the planes often passed directly overhead so low that they rattled the deck plating.

They knew it was an American ship and they sent eight aircraft which circled thirteen times just to make sure?

Or they circled again and again because they didn't know and were trying to find out?

Which makes more sense?
