According to sources in Washington, D.C., President George W. Bush is tentatively scheduled to address the nation at 9 p.m. EST on March 19 (0200 GMT March 20).

I think this might qualify for "breaking news". Considering it's Stratfor, I doubt it. They don't have a very reliable history.
Once one of the cable news networks or CSPAN (or maybe even a broadcast network) says that he'll be on, I'll believe the timing.

Anne Compton just said on WMAL radio in D.C. that the networks will only learn the time of this speech minutes before it is made. She said nothing to indicate she is aware of a 9 PM or any other scheduled time.

The cable channels have been saying all day that they were told when the POTUS says he wants to make an announcement they will not have much advance notification. Certainly not 2 hours.
