The spokesperson of the "The Popular Resistance Committees" terrorist organization, Muhammad Kamal Albaba, revealed in an March 18, 2003 interview on the 'Islamic On-Line' website, the organization's ideological profile, its terror attack policy, and its ties with other terrorist organizations and the Palestinian Preventative Security Service.

Armed terrorists of the "Popular Resistance Committees"
The Establishment of the Organization
"The 'Popular Resistance Committees' was established in the beginning of the current Intifada (which began on September 29, 2000)mainly by groups of youths who wanted to fulfill their national duty throughout the Gaza Strip, including youth from [the refugee camps of] Jabaliya, Shati and the central and southern Gaza Strip. The youth came to know each other during the years of the first Intifada, a large number of them had been imprisoned before [in Israel], a large number had been deported overseas [by Israel] and had returned to the Gaza Strip [following the establishment of the Palestinian Authority] and a third part knew each other from the positions they held in the [various] organizations."
A Framework Which Unifies the Terror Organizations
"In our actions, we do not attempt to follow a specific ideology. We are unified [against Israel] in the field both in public and military action. In these two aspects, the unity [between organizations] has been in the actual actions while distancing ourselves from the [other] organizations. Every Jihad activist in the 'Popular Resistance Committees' and its military wing, the "Salah a-Din Brigades' must carry out his duty to his nation and his homeland, without regard to any ideology or commitment to a specific organization."
The Islamic ideology of the "Popular Resistance Committees"
"We believe in the source of our heritage and our Islamic belief carries a heavenly message to the whole of humanity when we say this we do not suggest that the war between us and our enemy will turn into a religious war, since we do not fight the Jews because they are Jewish, but because they conquered and stole our land. The Islamic viewpoint of the conflict [with Israel] provided us with the strength of the Islamic faith which opposes the humiliation caused by a conqueror. The man who goes to sacrifice himself [in an attack against Israeli targets] expects Allah's reward, not man's rewards."

The Terror Policy
"We support any Jihad act on any conquered land against every settler that has stolen our land. We do not distinguish between [territories] 1967 and 1948. The increase in [terror] activity in the Gaza Strip stems from the circumstances in the field. As to the suicide attacks in 1948 territories - our brothers in other organizations carry out such attacks. It does not matter who commits them. The most important thing is that the Jihad continues."
The Hamas Connection
"Coordinated meetings take place [between the Popular Resistance Committees] and the Hamas. In most cases we receive assistance from the other [Palestinian] factions according to their abilities."
The Palestinian Preventative Security Service Connection
"There are activists in the [Popular Resistance] Committees who work for the Palestinian Preventative Security Service. In general, we have good relations with all the security services. Sometimes our relationship is tense and other times it is calm."
Activity in the West Bank
"We have a presence in the West Bank, however, it is very limited. We hope that in the coming days we will broaden our activities in the West Bank and strengthen our presence there."
Albaba - Personal Background
- Joined the Fatah terrorist organization in 1986.
- Imprisoned in Israel for four years for involvement in terror activity.
- While in an Israeli prison, he joined the Hamas terrorist organization.
- Joined the Palestinian Preventative Security Service when the Palestinian Authority was established in 1994.
Note:
The Popular Resistance Committees are considered one of the biggest terrorist organizations in the Gaza Strip, responsible for carrying out numerous terror attacks against Israeli citizens and IDF soldiers. Senior members of the organization were, and some still are, members of the Palestinian Preventative Security Service. Albaba's statements clearly show the close connection between the terrorist organizations and the Preventative Security Service, which often chooses to turn a blind eye to terror, and even aids in carrying out terror attacks against Israel. IDF forces continue to operate in the Gaza Strip in order to thwart terror attacks against Israeli targets.
