U.S. Mulling $2-A-Pack Tax on Cigarettes

WASHINGTON (Reuters) - U.S. Health and Human Services Secretary Tommy Thompson said on Wednesday he was considering the possibility of raising the federal cigarette tax to $2 a pack -- from the current 39 cents -- as recommended by an advisory committee.

Last week, the HHS' Interagency Committee on Smoking and Health approved a plan for the steep increase in the tax. Half the money raised would be allocated for initiatives to help people stop smoking.

Anti-tobacco campaigners immediately welcomed the decision and pressured the government to accept.

"We urge the administration and Congress to act quickly and aggressively to implement this plan," William Carr, executive vice president at the Campaign for Tobacco-Free Kids, said in a statement.

"If they do so, it would represent an unprecedented national commitment to address the leading preventable cause of death and disease in our country. The committee estimates its plan would prevent three million premature deaths and help five million smokers to quit."

Health experts say smoking is the biggest single cause of preventable death, killing 400,000 people every year from heart disease and cancer.

Thompson said Surgeon General Richard Carmona, who chaired the committee, was coming up with a recommendation for him.

"I haven't made a decision on the tax but I like the concept of a fund," Thompson told reporters. "I think the general premise of setting up some sort of fund to give dollars back to people who want to quit smoking is good."

Thompson said 70 percent of smokers wanted to quit but could not get the support, including drugs, to do so.

He said he raised cigarette taxes while governor of Wisconsin, but added the issue of a tax was problematic politically.

Several studies have shown that raising the price of cigarettes can deter smokers, especially teen-agers.

In 1998, states reached a settlement with tobacco companies in which they received $246 billion over 25 years to pay for the costs of smoking-related illnesses.

Anti-smoking campaigners say states have recently been raiding those and other tobacco-prevention funds to cover budget deficits.

On Tuesday, Minnesota Gov. Tim Pawlenty suggested eliminating the state's youth tobacco prevention fund, using the cash to cover the state's budget deficit.

I thought this was supposed to be a "conservative Republican" administration.
Sometimes I wonder if Bill CLinton never left office.

If we dont stop thins insanity soon, guns will be next. Why not just put a $1000 a gun tax on them, or maybe a $5.00 a bullet tax, hey, you still have the right, you just cant afford it anymore. Its coming, just wait.

I saw a news report on FOX where they're saying obesity causes cancer as much as smoking.
I'd assume they're losing so much tax revinue by going after smokers,i.e., used that one up, they're lining up the next villian for excessive taxation.
It's not the health issues they care about. It's what they can tax to bring in more money from the tax slaves without them thinking too much about it. The propaganda they use is "For your own sake."

Governor Doofus of California has already mortgaged California's share of the tobacco settlement by borrowing money against these future revenues. Now all the settlement money that comes in will go to pay off the bonds. So much for having the dough go to "tobacco related education and health programs."

The California (where else?) legislature already has before it a 5-cent-per-bullet tax. If passed, I believe this is what you'd call a "beginning."

Pretty soon you wont even be able to break wind in the privacy of your own home anymore without some sort of tax, fine or penalty. Its for the environment you know. A fart sniffing dog will come to your home once a week for inspection.

HA!! You thought wrong. 15 billion for AIDS in Africa, 2 billion for rolling Hindenburgs, and God knows what else in pork spending. Yeah, it's conservative alright. Compared to European politics maybe. I can't believe I spent time helping in the local campaign for Bush. If I'd known this, I'd be working overtime so I'd have money saved up to pay more in taxes.

Alright NC Freepers, rubber meeting the road here. Some of you elected Giddy with your votes, I didn't. Here's a direct attack on our cash crop. The administration is suggesting a 500%+ raise on the tax on cigarettes which will severely hurt a lot of farmers and manufacturers in this state. I know some of these people, some friends, some family. As much of a nanny that Giddy is, what do you think she will vote on this issue? Does she stand with the administration (as I expect) or does she grow a backbone (of which we know from Viagra Bob doesn't run in the family)?
