Why, indeed? Drowning is an awful way to go. Simply zapping all the bad folks out of existence seems more humane and environmentally proper

Another plausible reason God may have chosen drowning over vaporization is that drowning is slow. Perhaps this was one last chance to repent. Vaporization wouldn't have given them the opportunity that sitting on a hill watching the waters rise around you would have.

I don't know for sure that in that situation God accepted such last minute repentance, but in the case of the Thief on the cross next to Jesus, He did accept a last minute repentance.

Instant vaporization would have condemned their souls to judgement along with their physical body with no last chance to repent.
