Well, under communism it was 100% subsidized, at a 100% taxation level - these folks are used to the EU game and can play it better than the bureaucrats in Brussels. It would be one of the great ironies of history if freedom from Soviet domination brought them back to socialism at the hands of "Free" Europe. History isn't a flowing river here, it's a stinking, sticky, muddy swamp and they're begging to be thrown back in.
