This will throw more and more panic into the situation. I don't have an easy solution. Do they go on with life as usual? This poor guy was doing what he had always done, getting paid for putting up with the commuters and all the garbage mouths that ride the bus. He probably kissed his wife good by this morning, planned on a trip to Wally World or some honey do after work and headed out. Now this. The shooter is having his intended reactions.

Odds are the guy's a home grown garden variety psychopath who commits murder because he enjoys it. He enjoys it in the killing of his chosen victims and the fear and horror he inflicts upon society. Your emotions (understandably) sad to say are perhaps just the tip of the iceberg of what could potentially explode if/when this istuff in our nation's capital and environs is determined to be due to Islamic terrorism as a planned attack.
