U.S. accepts two-stage process for Iraqi inspections

WASHINGTON (Reuters) - The United States said Friday it would give the U.N. Security Council a chance to react if arms inspectors ruled that Iraq was obstructing them.

State Department Richard Boucher said Washington envisioned chief U.N. inspector Hans Blix first reporting to the Security Council that Iraq was not complying with U.N. resolution.

"Blix would report to the council and the council, we hope, would try to deal with the problem," he said. "Our preference is that the Security Council take action if Iraq doesn't comply," he said.

His remarks were tantamount to accepting a two-stage process, as preferred by France, but Boucher said Washington reserved a right to act unilaterally if the United Nations proved unable to react to Washington's satisfaction.

Under initial U.S proposals, the United Nations would have given any member the right to attack Iraq as soon as it was clear that Iraq was violating U.N. resolutions. REUTERS

One source said the French U.N. delegation might have been responsible for leaks earlier Thursday suggesting the United States had been floating a compromise measure in the face of Russian and French opposition.

It is the FRENCH Causing trouble.....

A senior White House official, speaking on condition of anonymity, said a new proposed resolution wouldn't spell out the consequences but says Saddam will be in "material breach" if he violates any U.N. resolution.

That term, material breach, allowed for military action to be taken in Kosovo in 1999. The official said that since no measures would be ruled out in the text, the White House believes President Bush would have "maximum flexibility" to mete out consequences should Saddam fail to comply.

Not only are we not backing off a single resolution," a diplomatic source told Fox News, "we are going to get one."

Doesn't sound like they're backing down in this story.

The US was going to notify the UN anyway, so they could withdraw their inspectors.

In any event, Iraq's non-compliance will be printed in newspapers. We'll toss a copy of the NY Post into the Security Council chamber.
