Nothing that doesn't surprise me. Third Army headquarters was activated in Kuwait back in December.
That told me that Bush was serious about Saddam early on.

October 12, 2002 -- The Pentagon yesterday ordered the Army's V Corps and 1st Marine Expeditionary Force to move headquarters staff to Kuwait - sending hundreds of Army and Marine planners who would coordinate an invasion of Iraq, The Washington Post reports.
