They weren't joking, they were getting even. They were tired of all the suspicious looks they were receiving (oblivious that we ARE at Orange Alert status, one day after 9-11) and they wanted to GET EVEN by scaring & intimidating everyone around them.

Remember that Motive counts in a court of law. This was not a "prank", it was a deliberate act, born of malice, designed to spread fear -- an act of terrorism.
