This could have come from anybody.
If the letter doesn't state something that only the police know, it would be very disheartening. Unfortunately there are people who would take advantage another's tragedy. I hope that is not so in this specific instance.

The father said police received a copy of the typewritten, unsigned letter by fax even before he received a copy in the mail.Sounds like instant traceability to me.

me too,,doesn't a fax always have a return number. Something is very odd about this,,,if it is a perp seeking to negotiate, shouldn't the Dad keep quiet about it. I have been struck that the family acts like they know she is alive and wonder about that.

My very old fax machine didn't have a return number. If whomever sent this had one of those old machines, it'd be untraceable--unless the receiving fax machine had caller ID.

The phone company has a record of every call to and from every phone. These are the LUDs you hear Briscoe on Law and Order talk about. Local Usage Detail (LUD): Provides itemization of all calls terminating within Full Local Calling Area.
