Bush Warns of 'Catastrophic Power' in Terror War

WASHINGTON (Reuters) - Citing a growing danger of terrorist groups acquiring weapons of mass destruction, President Bush warned on Monday they would use this "catastrophic power" to attack freedom-loving nations.

His prediction came on the same day that authorities captured an al Qaeda operative planning to attack the United States with a "dirty bomb," a conventional bomb packed with radioactive material that can kill people nearby as well as scatter toxic material, causing mass death and injury.

"The free societies we love face unprecedented threats," Bush told the International Democrat Union, a worldwide association of moderate to conservative politicians. "We face cold-blooded killers that hate the freedoms we cherish."

"And with the spread of chemical and biological and nuclear weapons along with ballistic missile technology, freedom's enemies could obtain catastrophic power," he said. "And there's no doubt that they would use that power to attack us and to attack the values we uphold."

Although he did not mention any country by name at the dinner, Bush has labeled Iraq, Iran and North Korea an "axis of evil" bent on acquiring weapons of mass destruction that could be transferred to networks like al Qaeda. The United States blames al Qaeda, led by Saudi-born exile Osama bin laden ( news - web sites), for the Sept. 11 attacks.

On Monday, U.S. officials said they had captured a suspected American al Qaeda operative planning to attack the United States with a dirty bomb.

Abdullah al Muhajir, a U.S. citizen also known as Jose Padilla, was detained on May 8 after flying to Chicago from Pakistan and was being held without charge in a naval brig in South Carolina after Bush declared him an "enemy combatant."

'PRE-EMPTIVE ACTION'

Vice President Dick Cheney ( news - web sites) has singled out Iraq in calling for a decisive response to counter the possibility of terrorist groups acquiring weapons of mass destruction from sympathetic states. Bush has declared that Americans must be ready for "pre-emptive action" against threats to the United States.

"We will oppose the new totalitarians with all of our power," Bush said on Monday. "We will hunt them down one by one and bring them to justice. We believe we fight an enemy that is barbaric and evil."

Cheney told the IDU earlier on Monday that the United States was prepared to strike first against terrorist groups because deterrence would not work against shadowy groups like al Qaeda.

"Grave threats are accumulating against us, and inaction will only bring them closer," Cheney said. "We will not wait until it is too late."

The IDU was founded in 1983 as a forum for like-minded politicians focused on free markets and democratic capitalism. Among its founding members were the current U.S. leader's father, then-Vice President George Bush, British Prime Minister Margaret Thatcher, French President Jacques Chirac and German Chancellor Helmut Kohl.

Before the dinner with Bush at the White House, the group issued a statement supporting his war on terrorism and its expansion to denying dangerous weapons to "terrorists and hostile states."

I know I will get flamed for saying this, but what the h*ll good is our liberty and freedom if we're dead? Or if we can't leave our houses to go to work? We will have to lose some freedoms temporarily so we can survive. Just my opinion--and I hope the administrations.

Ef the jihadists--now.

Ya know, the timing of these announcements has me concerned about tomorrow, with all the symbolism of that date and the just concluded eclipse. Wonder if the govt also is worried about tomorrow, hence announcements today to get out in front, and perhaps encourage extra vigilence. I'm not one to buy into a lot of these theories, but given the nature of these terrorists, pulling off something tomorrow wouldn't be that surprising. Hopefully nothing will happen, but keep an ear to the ground.

Better to lose 0.001% of the population (as with the 9-11 attacks) or 1%, or 10%, and still preserve the last free nation on earth.

FDR was right about at least one thing: FEAR.

Relax, live your life, and count your blessing that you or your sons are not being dragged off to foreign wars to die in great numbers.

And that the volunteers that stepped up to take this risk.

During the RevWar and the War Between the States we--temporarily--lost some freedoms. We need to TEMPORARILY lose some freedoms again rather than lose 10% of the population as you say. I say NUTS.

I believe it's more a policy crumb being thrown to the media in the Administration's
upcoming "strike 1st" mantra against countries that have said capability.

Maybe you haven't been paying attention? The administration's position is that the war on terror is permanent and that terrorism will always be a threat.

Hate to burst your bubble, but every freedom you "temporarily" give up is gone forever.

That's why war was never officially declared. War powers invoked with a declaration of war are merely temporary.

Not trying to flame you, just trying to lend some brutal honesty.

No thanks. "Live Free or Die" sounds better than "Live or Die Free".

There is no need for any of us to lose our Constitutional rights, even "temporarily". If the Federal government performs its Constitutional duty and secures the borders properly, manages immigration properly, properly prioritizes threats and reacts according to those threats rather than political correctness then the effect on our Constitutional rights will be minimal. Try that first.

Thanks for your thoughtful post. But, I HAVE been paying attention--I live in NYC. I have great faith in this country (but am not implying that you don't); I just believe that it will take 5-10 years to root out the bulk of the terror threat. I'd rather have my kids alive and a bit less free here than many of us dead--and totally free...

Nice ring to it. It might even replace "Let's roll!"

No argument friend. All I am saying is that I would be willing for the government to TEMPORARILY be able to more aggressively listen in and be able to get search warrants, for example. It's our LIVES and our children's LIVES here...

Some have noted that 6/11 is 9 months after 9/11, hence the possible symbolism that tomorrow might bring a bigger attack, the resulting 'child' of 9/11. The moon(associated with Islam) eclipses the more powerful sun. Etc.

Not saying I buy it, but these terrorists do seem to get off on symbolism. So if there is a day with heightened risks, tomorrow could be one. Plus it would be an easy agreed upon date upon which they could prepare for without communicating among themselves.

I just believe that it will take 5-10 years to root out the bulk of the terror threat.

The administration has an 80 year, or neverending time threshold in mind, depending on which statement you go by.

Terrorism is a method, not a man or a nation. It can't be killed.

Do you really think that in 5 or 10 years, those in government are going to say, "Ok Americans, thanks for giving us extraordinary powers in time of danger. We're all done hunting terrorists now, so we're giving up all those new powers we've wanted for years" ??

You know I'd be lying if I said "yes" to your question; but at least we can SLOW THE MOFO'S DOWN in the next 5-10 years. maybe then they'll holler uncle...

Start slaughtering the muslims en masse until they BEG for peace. Then kill a few more just to show them what will happen to the rest of them if they ever get out of line.

My children will NOT grow up in a world where they have to fear getting blown up in a restaurant, park or school. If it means exterminating a billion muslims, so be it.

I don't know about anyone else, but I am growing tired of Reuters/AP articles not having their facts straight before they write an article.

Wasn't this guy arrested May 8th, and his "capture" was only announced today?

According to another Reuters/AP article, he was:

US Nabs "Dirty Bomb Suspect"

Jose Padilla, 31, also known as Abdullah al Muhajir, was arrested on May 8 as he flew from Pakistan via Zurich, Switzerland, to O'Hare International Airport.
