SRINAGAR, India A bomb on a motor scooter exploded outside the state fire department headquarters in India's portion of disputed Kashmir Friday, killing one person and injuring 13 others, police said.
The explosion happened as India's Parliament in New Delhi debated how to react to a bloody attack Tuesday on an Indian army base in Jammu, the winter capital of Jammu-Kashmir state, that killed at least 33 people. India's government blamed Pakistan for that attack. Pakistan denied the charge.
The fire headquarters attacked Friday is next-door to the main administrative building in Srinagar, the summer capital of the state. The explosive was a handmade device, said officers at the state's police control room.

Force is the only thing they understand. Too many civilians including women and children have been murdered.
But they probably won't and will end up settling for meaningless diplomatic initiatives.
India's hawkish Home Minister, LK Advani, told parliament that the government would consider all the options before arriving at a decisive strategy.
His speech to the lower house followed a meeting on Thursday of senior politicians and defence officials to draw up a response to the attack on the Kaluchak army camp in Jammu.
"It is no time for rhetoric or emotions and the government has to decide after weighing all pros and cons and after consultations with the armed forces," he told parliament.
"But this is not the place to disclose strategies."
