Bush Signs Border Security Law (no amnesty!)

"We must know what our visitors are doing, and when they leave," he said before signing the Enhanced Border Security and Visa Entry Reform Act in a Rose Garden ceremony.

The bill provides for 200 new investigators and 200 inspectors for the Immigration and Naturalization Service. It requires foreign visitors to carry passports and visas that are tamper-resistant, and also gives border patrol agents a pay increase.

Under the legislation, the INS is required to establish a foreign-student tracking system that records where they've been accepted into school, when their student visas were issued and when they enrolled.

That provision addresses the avenue used by several Sept. 11 hijackers, who entered the United States on student visas.

The bill would also require that passports issued after 2003 be tamper-resistant and that visitors carry documents that can be read by machine and identify the bearer with biometrics, such as face recognition or retinal scanning technology.

Bush said he was sorry Congress didn't include in the bill a measure that would have extended a deadline for giving hundreds of thousands of illegal immigrants the chance to apply for residency without leaving the United States.

Well I can't believe no one has mentioned this! The President actually signed a bill that did not include extending amnesty. If he was as hell bent as some think to get this amnesty, he would have vetoed the bill. But he didn't. Therefore...

NO EXTENDED PERIOD FOR CITIZENSHIP APPLICATION. PERIOD.

Yup. This 'biometric id' bit is incrementalism toward biometrically id'ing all of us. Now when questioned as to the status of 'their papers' the immigrants will just reply 'don't need them, i'm a citizen', and present fake drivers licenses. Link: President Bush promised Mexican President Vicente Fox he would push for passage of Section 245(i).

Trouble is, he and Daschle are going to keep pushing this until they get it passed.

Not when the bill described in Post #5 is on the table. If that passes, and he vetoes it, you can crow -- and I'll eat it.

Realistically, how could he have a vetoed a "border security" law and not damaged himself politically? 245(i) was attached to this originally so that he could minimize the amnesty provision under the mantel of "Border Security." Now it's out there, by itself -- which was politically smart of sleazy Little Tommy -- no more subterfuge -- either it's amnesty, or it ain't.

Actually, I find the parts of this bill that require tracking of foreign students to be much more interesting. I attended an engineering school that had large numbers of foreign students. I got to know some of them, Christian, Moslem, Buddhist, etc. alike. Their purpose was to learn as much as they could and go home and a) build up their country, and b) make bucks doing it.

That is, those that didn't decide that staying in the U.S.A., worshipping, marrying, and working as they pleased wasn't a lot more attractive.

But even in those cases, they were here to live in the U.S.A., not to blow it up.

Having said that, I am fully in favor of requiring all foreign students to be closely tracked. The ones who are serious about studying here will be keeping up on their studies, as someone is spending a lot of money to keep them here. Those who aren't serious about studying should stay home. Trust me, only a few will think they're being abused, and we don't need them.
