U.S. Customs Inspectors in Laredo Arrest Iraqi Fugitive Wanted by FBI in Michigan
Laredo, Texas -- U.S. Customs inspectors working at the Laredo port of entry this weekend apprehended and turned over to the FBI an Iraqi national wanted on federal drug charges in Michigan.
The capture occurred Saturday, April 27, 2002 at Lincoln-Juarez Bridge. A U.S. Customs inspector referred a 2000 Chevy Cavalier for a secondary examination. Inspectors suspicious of the Hispanic alias used by the passenger referenced a national crime database. Upon further review, Inspectors discovered that the passenger's true identity was Milael Mansour Yousif, 26, an Iraqi national residing in Troy, Mich., and he had an outstanding federal warrant from the FBI in Michigan.
After a cooperative investigation between the U.S. Customs Service and FBI, Yousif was taken into custody. The driver of the vehicle was released. U.S. Customs inspectors found no contraband in the vehicle. Yousif was a fugitive of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation being conducted in Detroit, Michigan. The OCDETF investigation targeted street gangs known to distribute narcotics. Yousif faces an initial appearance hearing today before a federal magistrate.
David Higgerson, Acting U.S. Customs Port Director, Laredo commended his Inspectors on apprehending the fugitive. "Our inspectors since Sept. 11 have continued sustained enhanced security under Level One alert and in the process, have seized increased amounts of narcotics and apprehended more fugitives than in previous years," Higgerson said.
In the first two quarters of Fiscal Year 2002, U.S. Customs inspectors at South Texas ports of entry from Brownsville to Del Rio to Austin have apprehended 696 fugitives, a 53 percent increase from the 455 apprehended during the same period in FY 2001.

"Investigators are trying to determine why Almarabh moved to Detroit. He told friends he was searching for a better job. But since Almarabh has also learned to drive a truck and obtained a license to transport hazardous material after producing fraudulent immigration documents, investigators also suspect he may have been involved in something more sinister.
