March 27, 2002 -- Parents at a Harlem middle school said yesterday they were shocked that a school aide, accused of sexual abuse four years ago, returned to the school to allegedly prey on a second teen - because cops were never told about the earlier incident.Manhattan DA Robert Morgenthau's office yesterday slapped MS 54 school aide Fanon White, 31, with statutory-rape and sodomy charges in the alleged abuse of two girls.
"I'm totally horrified. The procedures to protect our children aren't there," said former MS 54 Parent Association president Betsy Combier, who has a seventh-grade daughter at the school.
Board of Education spokesman Kevin Ortiz said White is being suspended without pay. He is being held in lieu of $25,000 bail.
White was fired in 1998 after the first victim alleged she and the school aide had sex. The victim recently told cops they had sex 50 times. He is also accused of sexually abusing another 14-year-old student outside of school last fall.
White, who denied the sexual-abuse charges in 1998, challenged his dismissal, and state arbitrators reinstated him with back pay in May 2000. Arbitrators said he was fired without due process and the allegation of sexual abuse was "hearsay."
Investigators for the Independent Special Office of Schools Investigator - then headed by the late Ed Stancik - did not report the incident to the NYPD, sources said, because there wasn't enough evidence to make a criminal case.
