I went through the same process with the Foreign Service in the summer of '61.
Only the faces have changed. The backgrounds and attitudes obviously haven't.

In my opinion, the only way to repair the State Dept. would be to fire EVERY SINGLE EMPLOYEE and start over.BTTT
