I graduated U of Chicago in 1967 and heard the stories of car theft gangs back then of 13 year olds who would, assumedly, have minimal penalties if caught, having to use blocks tied to the pedals so they could reach them while driving.

I was at Wayne State University in Detroit then.
Doing campus mail deliveries to addresses including the government programs to help youths such as Head Start and Upward Bound and campus research offices about improving LBJ’s War on Poverty for the Great Society.

Chicago obviously had a much more direct approach for increasing incomes of youths.

But the Detroit July, 1967 riots brought in a lot more “five finger discounts” in the form of looting. My almost next door grocery store was an A&P that was the one shown worldwide as a totally burned out husk with a few empty light cables handing over blackened shelves on TV news stories. Famous.
