Incarceration is expensive, and in this case not much of a deterrent. No reasonable person wants tent cities, but municipal authorities have limited options dealing with people who’ve chosen vagrancy as a lifestyle.

I thought SCOTUS ruled against vagrancy laws in the early 60s. DC had no laws against it when I was there.
