First she said it was a great law then she disagreed with it saying we need a common sense law.
She realized her error and backtracked to something more neutral. If you want to call that flipflopping, *shrug.
I define flipflopping as taking a position and then voting against your public position, not adjusting words to minimize the damage your first may have made.
