Does modern Haiti (today) boast of any intrinsic value or natural resources that it could offer in trade to a foreign power in return for stepping in, crushing the gangs forcibly, and running the place for them so a basic humane social structure would exist? Any wealth at all?
Or are they already “mortgaged to the hilt” with IMF loans and totally dependent upon the charity of others for miserable subsistence?
What happened?

The only way to crush those gangs would be by officers with the immediate authority to execute on the street. Screw court dates and bond. Just DRT.

I'm not positive,but I thought I heard that Haiti had large gold deposits.
