It is more than dollars. The USG has directed our social media as surrogates to surveil us. The USG uses intimidation and threats to insure compliance. Read the analysis of Twitter done by Matt Taibbi and Michael Shellenberger. Hell, many retired/former USG intel operatives are employees of the social media organizations. They have infiltrated them.
