This is asymmetrical warfare. $9 billion to Hamas is like $90 billion to Israel, since Israel must use surgical precision to minimize civilian casualties. So this bill gives preference to Hamas.
Israel would be better off if the US stopped all funding to everybody.
I recommend relocating all Palestinians to The Sinai.
