Exactly what I was thinking. Government paying to get it fixed and then pursueing the company for reimbursement makes sense to me.

Government paying to get it fixed and then pursueing the company for reimbursement makes sense to me.

Ideally that would be the way to go as the matter could easily be tied up in court for years. But there's no guarantee that the government would actually even attempt to collect, once the deals are made, and the bribes are paid.
