Yes. But while that is true, the network that is necessary to support them (breadth and depth) is smaller and more fragile. We’re already seeing major sources of theirs abandoning them because of the theft, crime and the unnecessary bother it takes just to BE there in their rat holes.
All it would take is a major interruption of transportation or resources for an extended period and they’re toast. Rioting amongst themselves.
Through all these efforts, Detroit is aggressively taking advantage of federal, state and local funding, integrating public investments and private and philanthropic sources of capital for maximum effect.
