I would bet the pimps are armed. Fact is, when armed hoodlums are controlling the ‘street’, ordinary citizens have to give way to them. Perhaps if the business owner asks the pimp politely and makes it monetarily worth the pimp’s time, the pimp might move his whores elsewhere.
