From what I can tell it means they crossed the border and engaged or directly aided the terror attack. The evidence I think comes from the video footage. Many if not most of the UNRWA workers in Gaza are Gazans. Something like 30,000 employees almost all locals.
Most likely. UN bosses and donors probably would not turn off the money for putting up posters. It’s possible they gathered intel for Hamas, which is also bad.
