This was part of the big to-do with Sam Altman's firing and quick re-hiring last week.

Like ideas, advances in software seem to leak out or be quickly duplicated because they are rooted in the collaborative academic culture of openness. This is less so with advances in hardware, which usually involve proprietary and closely held new materials, manufacturing processes, and designs. Shortly before Altman's brief exit from OpenAI, it was reported that they wanted to begin a hardware project of some sort.

Perhaps this is what alarmed insiders, that if high potency AI was embedded in an independent device, it would no longer be subject to OpenAI's control of programming and uses via Internet hosted computing. In effect, even if intended only as, say, a household manager, educational tutor, and research assistant, the brain of an independent OpenAI device could be easily adapted to use in a sophisticated weapon or surveillance device.
