"so why DO insurers penalize eco-drivers?"

Ummmmm ... the same reason that auto insurers penalize high performance car drivers? Because they cost the insurance companies more money in claims?

The same reason that life insurance companies penalize smokers and the obese?

For Shreve, that was a shock. The data consultant decided to invest in an electric car after Covid when he had the opportunity to work from home and did not need the longer range of a gas vehicle.

"Invest" in an electric car? A new car is not an investment. It never has been.

He shoulda bought a 10-year old Toyota Corolla and put the rest of the money in Tesla stock.

—’Because they cost the insurance companies more money in claims?”

A friend receives a nice discount by allowing the insurance company to track his driving with a hardwired black box.
