I remember one case where freeloading food stamp recipients we’re buying bottled water with their food stamps, dumping it out and returning the bottles for money to buy cigarettes. The welfare office didn’t have a problem with that.

I see it quite a bit. They’ll also sell the water for a dime a bottle.

in southwest Virginia the fine folks down there buy cases of soda with their food stamps, then turn around and sell them to convenience store owners for 1/2 price.

That seems like a lousy payoff.
I’ve been told SNAP typically trades for 40 cents on the dollar, sometimes more.
