A bill to limit law enforcement officers from issuing tickets for “low-level violations”, such as expired plates or having a light out, was narrowly passed in the Senate on Wednesday.

Senate Bill 50, authored by Senator Steven Bradford (D-Gardena), would prohibit a law enforcement officer from stopping or detaining the operator of a motor vehicle or bicycle for a low-level infraction unless a separate, independent basis for a stop exists. The bill would authorize a law enforcement officer who does not have grounds to stop a vehicle or bicycle, but can determine the identity of the owner, to send a citation or warning letter to the owner.

Notice it is the ticketing that is racist, not the plates.

You have to be crazy to be a cop in Ca. These violations are an important tool for law enforcement. We will never know how many people will be victimized because the cops can’t stop a known criminal to see what they are up to.

Not exactly. The police send it to the address on file for the owner of the license plate they observe. This isn’t even really about the already questionable goal of minimizing interactions with police, but rather (1) the removal of the human factor of law enforcement, and (2) the quasi-legalization of driving without a license.

This is a formal recognition by the State of California that ‘people of color’ are a more bawdy bunch than the rest of us.

It is profiling. It is giving in to bad behavior. People of color should consider it insulting and not helpful to their race.

It is not equal treatment under the law, something that is required by our Constitution.

Next, these idiots will pass a law limiting police from arresting low-level violations that involve shootings and armed robbery.

Of course this would help protect Californians of color from unnecessary harm.

A campus cop once stopped me because both of my brake lights were out. It was a lucky break for me. No ticket.

Many felons who have fled have the “minor violations”.

Stopping them and enforcing their previous warrants protects the community as a whole.
