Proposal includes the proviso that person works 32 hours——GETS PAID FOR 40 hours.
This is NOT a savings to the company owner.

A little history of the USA labor laws...
The Wage and Hour Division was created with the enactment of the Fair Labor Standards Act (FLSA) of 1938. The Division is responsible for the administration and enforcement of a wide range of laws which collectively cover virtually all private and State and local government employment. The Division is comprised of a nationwide staff of investigators, supervisors, and technical and clerical employees responsible for enforcing FLSA, Government Contracts labor standards statutes, the Migrant and Seasonal Agricultural Worker Protection Act, the Employee Polygraph Protection Act, and the Family and Medical Leave Act. The Immigration Reform and Control Act of 1986 also provided certain additional enforcement responsibilities to be undertaken by the Wage and Hour Division staff.

If they are paid by the hour they’ll only draw for 32 hours if they work 32 hours.
In some businesses that would also decrease the amount of monies the company would be required to pay/cover for insurance costs.
Normally....normally..... OT is for over 8 hours in a day or over 40 hours in a week....exceptions on Sundays and Holidays...
So..... if I’m a business owner I will figure the difference between the dropped hours and insurance coverage costs with hiring new personnel.
First step would be the hiring of new folks, then immediate decrease in the hours of current hires along with decrease with the medical coverage costs. Most contracts actually mention reduced hours can allow the decrease of coverage costs.
Also, should it become federal law, I am thinking the Unemployment scene would change as the employer can literally point to the law, saying “I’m following the Federal guideline.”
A bigger nightmare for workers who think they can gain...
Yes, I am in a Red state.
That said, even in Blue states the businesses can think quite literally out of the box.
And I would be thinking long and hard......
Freepers who oppose an Article V Convention of the States typically raise the spectre of We the People infringing our liberties.
To them I ask, what Article in the Constitution permits Congress to regulate the work week?
My point is that our Constitution has been amended too many times to count by those with no authority to do so.
We are where we are due to our acquiescence to tyranny. Elections alone are futile to reverse our course.
Everyone's budget used to be based on 48 and before that it was based on daylight vs dark.

32 hours? Why not 24? Go ahead and make all street drugs legal too.
Ahh we all know most office workers only do about 15 minutes of real work a week.
